Head bolt stud sealant

What is the answer with this deal? Never have I ever had trouble never sealing head studs til I got to this block. Chase the threads each time, wire wheel the studs, three or four times now, last 2 no luck at all. Is the block junk, helicoil the threads?

An old timer turned me on to this when I assembled my first Buick engine 30 or so years ago. I use it on the bolts that go into the water jacket on the heads and the front cover. It doesn't harden so you can re-torque the heads.
