I'd say go kart it. You can ebay a frame minus engine for next to nothing.
Plus the kiddies can learn to drive with it.
I love go karts, my little girls had one since she was three, we litteraly had to fill a backpack up with pillows and stuff so she could reach the pedals.

I'd say, "Go kart". The kids will have fun growing up with it and it's good they learn to handle a steering wheel early. Too much motor for a mini-bike or even the base-model-type go-kart frames, but will move an off-road-capable kart nicely.
I bought everybody a nice kart from Sears a couple years back with the Subaru Robin motor...unfortunately it wasn't very reliable with continual carb problems, then the centrifigal clutch disintegrated at about 8 hour's use. However it seemed like a stout piece otherwise.
Why would somebody toss that?...Comment

Go-kart!
Mini-bikes with this type of engine are gay. If you want a little motorcycle go buy a nice 50 at your local Honda or Yamaha dealer.
