What CFM on the carb/throttle body are you restricted to??
Also the guy that ported my heads said in a N/A application you want to leave the "rough finish" on the walls of the intake runner. As he put it, each one of those bumps will cause a little tornado to happen in the intake stream, thus keeping the air/fuel mixture atomized and reducing the amount of puddling that would happen if the walls of the intake runner were smooth. He said this was very important on a naturally aspirated motor. I don't know what your intake looks like, but if the runner is smooth below the injector, that could be why the fuel is puddling on the walls in the low RPM's.
Try sandblasting the inside of the intake runners, so it kind of has a "pitted" surface, that should stir things up. ;)
It common to use a 60 grit and be done with it, fuel shear is a big problem too from the sharp edges guys try to make, sometimes you put a "turtle" in the bottom also or drill holes ( just not all the way thru)
