Issue with a Muncie 4 Speed

I'm installing a Muncie M21 that a customer had rebuilt locally ( with new gears), and the shift arms don't seem to be right. Normally, you can easily move the shift arms by hand for 1-2 and 3-4, with a neutral in between...basically, it clicks into 3 positions. This transmission only has 2 firm positions, and is very tough to get into the neutral one. Needless to say, its impossible to adjust the Hurst shifter with it like that.
Any thoughts, other than take the trans back? He claims that its just tight because of the new parts, but I have installed lots of rebuilt and new transmissions with no issues like this before. Thoughts?

Carefully study the illustration from the manual, look for pictures on line of how it is supposed to look, etc and then take it back to him, have him pull the side cover off while you're standing there, and see if he can figure out what's wrong...and you can look at it, and see if you can figure out what's wrong too.

Or just take it apart yourself and figure it out, or take it to another shop, if you have lost confidence in him. Sounds like he might be a flake if he really said that.

they should move easily... and they don't get more clearance when they warm up - they seize up solid.

Start by checking the shifter forks. It's easy to get them cock eyed a bit when installing the side cover. Then they won't shift correctly.
