A full manual valve body should require you to shift each gear manually. SO if you put it in drive and it starts out in 1st and automatically shifts 2nd and 3rd then I would think that you have other issues with your kick down.

Does it have a linkage (metal rod) from the carb to the kickdown lever on the transmission?
Does it have a modulator on it? It should be pretty easy to pull it off and test it with a vacuum pump to make sure it works. Be careful to not misplace
the rod.

Linkage out of trans does not have kickdown.There is not anything in center. It is filled in. There is a modulator. Case is cracked and broken, will be moving all parts to new case. What should I look for in or at valve body?

I am not an expert but on mine - the center shaft has a lever on the inside that goes up and pushes on a plunger in the valve body.
