Looks like a hood tach mounted on a standard flat hood. Either it's not the original hood or it's not an original 400 V-8 car.

There was one in Albany NY that was a '68 400 4spd, solid and had a decent interior. Looked like a driver that could use a paint job, for $4500. That's cheap money for one of those. The car has been for sale off and on for the last year or so but the ad is gone now so maybe it sold.
